They are the same thing. Baja shelf, tanning ledge and sun shelf all describe a wide, shallow platform inside the pool, usually 6 to 12 inches deep. The name changes by region and by builder.
Unlike a step, a shelf is built for staying put. It holds in-water lounge chairs, gives small children a shallow place to play with an adult nearby, and lets you cool off without swimming.
